洛杉矶10月19日起向所有合格申请人开放大麻种植许可申请
洛杉矶市大麻监管部门宣布，10月19日起将向所有合格申请人开放大麻种植许可申请，此前该类许可审批更为严格。新规依据市议会8月25日通过、市长9月8日签署的189034号条例，按社区规划区先到先得处理，并保留地理集中度上限。部门须在30天内告知申请是否完整，完整后90天内作出决定。该部门在今年4月向市议会提交的报告中称，现行许可规定未能跟上加州大麻监管体系的变化，更新程序可鼓励合规经营并增加税收。
Los Angeles to Open Marijuana Cultivation License Applications to All Eligible Applicants on October 19
The Los Angeles Department of Cannabis Regulation announced that, starting October 19, it will open marijuana cultivation license applications to all eligible applicants, after a period of more restrictive licensing. Under Ordinance 189034, adopted by the City Council on August 25 and signed by the mayor on September 8, applications will be processed on a first-come, first-served basis within each Community Plan Area, subject to geographic concentration limits. The department must notify applicants within 30 days whether an application is complete, and must decide within 90 days once it is complete. In an April report to the City Council, the department said existing licensing provisions had not kept pace with changes to California's marijuana regulatory system, and that modernizing the process could encourage participation in the regulated market and generate additional tax revenue.
