凤凰城警局11月起上调公开记录申请费用 瞄准商业批量索取执法视频者
凤凰城警察局将自11月1日起上调公开记录申请费用，重点针对以营利为目的批量索取执法记录仪视频的商业申请者。据《亚利桑那共和国报》（azcentral）10月8日报道，市议会已于9月23日批准新的收费标准。
警局记录部门负责人科特·胡德（Court Hood）介绍，过去五年间商业性质的记录申请增加了近三分之一，有些申请者一天之内就索要100多段警用执法视频，这类视频随后往往被加工成短视频在网上传播牟利。大量的商业申请挤占了处理能力，使受害者家属、普通市民和媒体的正当申请等待时间变长。市经理埃德·祖尔彻（Ed Zuercher）表示，新的分级收费旨在让商业牟利者承担相应成本，而非由普通申请者买单。
根据警局说明，费用上调主要适用于以执法视频为核心的商业批量申请；市民索取与自身相关的记录、新闻媒体的常规采访请求不受此次调整的主要影响。新闻自由倡导者则提醒，收费标准不应成为公众监督警务的门槛，市府应公开收费细则和豁免情形。
任何人可通过警局公开记录门户提交申请。警局表示，新规实施后将评估申请积压的变化，并向市议会报告执行情况。

Phoenix Police to Raise Public-Records Fees Nov. 1, Targeting Commercial Requests for Bodycam Video
The Phoenix Police Department will raise its public-records request fees starting Nov. 1, with the increases aimed mainly at commercial requesters who bulk-order body-camera video for profit. The City Council approved the new fee schedule on Sept. 23, azcentral reported on Oct. 8.
Court Hood, who oversees the department's records unit, said commercial requests have grown by nearly a third over the past five years, with some requesters asking for more than 100 body-camera videos in a single day — footage that is often repackaged into viral clips online. The flood of commercial filings, officials say, has slowed processing for victims' families, ordinary residents and journalists. City Manager Ed Zuercher said the tiered fees are meant to make commercial profiteers bear the cost rather than everyday requesters.
According to the department, the increases primarily affect bulk commercial requests for officer video; residents seeking records about themselves and routine media requests are not the focus of the change. Press-freedom advocates cautioned that fees should not become a barrier to public oversight of policing and urged the city to publish the full schedule and its waiver provisions.
Requests can be filed through the department's public-records portal. Police say they will track how the backlog changes after Nov. 1 and report back to the City Council.
