新泽西州代理州长尼古拉斯·斯库塔里（Nicholas Scutari）签署第27号行政令，要求2026年10月13日（周二）全州各部门、办公室和机构降半旗，悼念10月6日去世的州参议员桑德拉·博尔登·坎宁安（Sandra Bolden Cunningham），终年76岁。
行政令要求，美国国旗和新泽西州旗在10月13日的适当时段内，于全州所有州属部门、办公室、机构和设施降半旗，以表彰和悼念这位「敬业的公仆、新泽西人民不懈的倡导者」。坎宁安代表第31立法选区超过16年，曾在参议院担任多个领导职务，被誉为开创性的立法者和忠诚的公共服务者。
第27号行政令已于10月9日签发并归档至新泽西州立图书馆数字馆藏。根据安排，降半旗仪式仅限10月13日当天。

New Jersey Flags to Fly at Half-Staff on Oct. 13 for Sen. Sandra Bolden Cunningham
TRENTON, N.J. — Acting Gov. Nicholas Scutari has signed Executive Order No. 27 directing that U.S. and New Jersey flags fly at half-staff across the state on Tuesday, Oct. 13, 2026, in honor of State Sen. Sandra Bolden Cunningham, who died Oct. 6 at age 76.
The order requires the flags to be lowered for the appropriate period on Oct. 13 at all state departments, offices, agencies and facilities, in recognition of a “trailblazing legislator and dedicated public servant.” Cunningham represented the 31st Legislative District for more than 16 years and held several Senate leadership positions.
Executive Order No. 27 was signed and filed on Oct. 9 with the New Jersey State Library's digital collections. The half-staff observance is limited to Oct. 13.
