行政令暂停执行《机动车燃料税法》中禁止这类车辆在公路上使用染色柴油的条款。按行业组织的说法，此举相当于免除了每加仑52美分的州柴油税——这正是农民在收获季用油最集中的部分。州政府表示，农业生产者和林业从业者正值收获高峰，全球燃料供应收紧和市场剧烈波动令其财务压力陡增。

Whitmer Declares Energy Emergency: Order Lets Michigan Farm and Logging Vehicles Use Dyed Diesel on Highways Through Year-End
LANSING, Mich. — Gov. Gretchen Whitmer signed Executive Order 2026-15 on Oct. 12, declaring a statewide energy emergency and authorizing vehicles with farm or wood harvester license plates to use dyed diesel fuel on public roads, in response to record-high diesel prices and supply disruptions stemming from the war in Iran. The order takes effect immediately and will end no later than Dec. 31, 2026, supporting the agriculture and forestry industries through the fall harvest.
The order suspends provisions of the Motor Fuel Tax Act that prohibit on-road use of dyed diesel by these vehicles. Industry groups note the move effectively waives the state's 52-cent-per-gallon diesel tax for the fuel farmers use most during harvest season. The administration said producers and loggers, now at peak harvest, face severe financial strain from tightened global fuel supplies and historic market volatility.
National Corn Growers Association President Matt Frostic, a Michigan farmer, told Brownfield that record diesel prices compound profitability challenges after a spring of high fertilizer costs. Michigan Farm Bureau President Ben LaCross said every bit of savings helps farmers and loggers bring in the harvest. More than a dozen states have announced measures to lower diesel costs this fall.
