肯塔基退伍军人商用驾照笔试豁免落地引争议：州参议员质疑州长拖了两年
法兰克福消息：肯塔基州州长安迪·贝希尔上月宣布紧急规章，为退伍军人和现役军人快速办理商用驾照（CDL）：免除笔试要求，帮助军人转入民用就业。此前，该州法律已允许符合条件的军方申请人免除驾驶技能考试；州议会2024年通过第199号参议院法案，进一步授权把豁免扩大到笔试。
10月12日，身兼肯塔基国民警卫队退伍军人身份的共和党州参议员马特·纳恩对实施时间提出质疑。纳恩是参议院退伍军人、军事事务与公共保护委员会成员，他表示，两年的拖延影响的不只是退伍军人，还有因卡车司机短缺而面临更高价格的企业主和消费者；他认为州长宣布时不提议会两年前的立法行动「具有误导性」。
贝希尔在9月29日的声明中说，此举将消除障碍、方便就业，是对勇敢无私服役者的应有支持。纳恩还指出，资格要求申请人须在过去两年内操作过商用型车辆，一些符合条件的退伍军人已因拖延错过了免试机会。

Lawmaker Questions Two-Year Delay as Kentucky Implements CDL Written-Test Waiver for Veterans
FRANKFORT, Ky. — An emergency regulation announced by Gov. Andy Beshear last month to fast-track commercial driver's licenses (CDL) for veterans and active-duty military — waiving the written knowledge test — is drawing questions from a state lawmaker over how long it took to implement. Kentucky law previously allowed qualifying military applicants to waive the driving skills test; in 2024, the General Assembly passed Senate Bill 199 authorizing the expanded waiver to cover the written test as well.
On Oct. 12, state Sen. Matt Nunn, a Republican and Kentucky National Guard veteran who serves on the Senate Veterans, Military Affairs and Public Protection Committee, asked why implementation took two years. He said the delay affected not only veterans but also business owners and consumers paying higher prices in part because of a shortage of truck drivers, and called it misleading for the governor to announce the move without mentioning the legislature's 2024 action.
In his Sept. 29 announcement, Beshear said the step removes barriers and eases access to employment for those who served, calling it the right thing to do. Nunn noted that eligibility requires applicants to have operated commercial-style vehicles within the past two years, meaning some veterans missed the chance to skip the test because of the delay.
