檀香山消息：夏威夷州长乔什·格林10月7日表示，州无家可归与住房解决方案办公室（SOHHS）已接受州审计长办公室报告中的全部11项建议。该办公室称，其内部管控强化工作早在2025年即已启动，目前正追回不当付款；同时认为审计报告存在重大事实错误，将寻求更正。
格林力挺其标志性的「卡哈莱」（kauhale，小型社区式住房）计划：迄今全州已提供近900张床位，为2900多名曾经无家可归的居民提供稳定住房和人性化服务，其中包括体弱长者、带孩子的家庭、有行为健康需求者以及家暴幸存者。
数据方面，根据年度时点统计，2024年至2026年全州无庇护人口从4042人降至3513人，减少13.1%；欧胡岛无庇护人口从2766人降至2208人，减少20.2%，同期有庇护人口从1728人升至2331人——这是2018年以来欧胡岛有庇护人口首次在完整统计中超过无庇护人口。格林表示，州政府欢迎问责，但不会忽视计划正在改变生活的事实。

Hawaii's Kauhale Homeless Housing Initiative Accepts All 11 Auditor Recommendations; Nearly 900 Beds Placed 2,900 People
HONOLULU — Hawaii's Statewide Office on Homelessness and Housing Solutions (SOHHS) has accepted all 11 recommendations in a report by the state auditor, Gov. Josh Green announced on Oct. 7. The office said it began strengthening controls in 2025, is working to recover improper payments, and believes the audit report contains significant factual errors it seeks to correct.
Green defended his signature kauhale initiative — small community-style housing villages — saying it has delivered nearly 900 beds so far, providing stable housing and services to more than 2,900 formerly homeless residents, including medically fragile and older adults, families with children, people with behavioral health needs and survivors of domestic violence.
According to Point-in-Time Count data, Hawaii's unsheltered population fell from 4,042 in 2024 to 3,513 in 2026, a 13.1% reduction. On Oahu, the unsheltered count dropped 20.2%, from 2,766 to 2,208, while the sheltered population rose from 1,728 to 2,331 — the first full count since 2018 in which sheltered people outnumbered unsheltered people on Oahu. Green said the state welcomes accountability but will keep building on the program's progress.
