据州财政厅介绍，本次发行包括3亿美元应税新资金债券、8亿美元免税新资金债券，以及两批合计约3.43亿美元的再融资债券，再融资部分未来九年可节省约1980万美元。新资金将投向学校建设（约3.797亿美元）、可负担住房（约1.536亿美元）、基础设施与公共安全、环境项目和经济发展等领域。
一般责任债券以州政府的全部信用作担保，是州政府为基础设施、学校建设等长期项目融资的主要工具。标普表示，展望上调反映该州持续削减养老金无资金负债、维持健康储备的承诺。评级改善通常意味着借贷成本下降，能为纳税人节省可观的利息支出。

Connecticut Sells $1.44 Billion in GO Bonds After S&P Improves Rating Outlook
HARTFORD, Conn. — Connecticut State Treasurer Erick Russell announced on Oct. 9 the results of the state's successful $1.44 billion General Obligation bond offering, which drew total orders of $3.8 billion — roughly 3.5 times oversubscribed — including $770.7 million from Connecticut retail investors. The sale followed S&P Global's decision to improve the state's rating outlook from stable to positive.
The deal comprised $300 million of taxable new-money bonds, $800 million of tax-exempt new-money bonds and about $343 million of refunding bonds, with the refunding series set to save $19.8 million over nine years. New-money proceeds will fund school construction (about $379.7 million), affordable housing (about $153.6 million), infrastructure and public safety, environmental programs and economic development.
General obligation bonds are backed by the full faith and credit of the state and are its main tool for financing long-term capital projects. S&P said the outlook revision reflects Connecticut's commitment to reducing its unfunded pension liabilities while sustaining healthy reserves; stronger ratings generally lower borrowing costs for taxpayers.
