纽森公布“让加州人参与 AI 决策”全国首创报告：民众三大诉求——让 AI 公司担责、管住资源消耗、立规矩
加州州长纽森 10 月 13 日在萨克拉门托宣布一份全国首创的报告结果：通过数字民主平台“参与加州”（Engaged California），加州人就人工智能应如何开发、使用与治理表达了意见，核心诉求是公众应在 AI 的构建、使用与监管决策中拥有真实话语权。
纽森说：“加州人应该对未来长什么样拥有真实的话语权。”州数据与创新办公室（ODI）主任杰弗里·马里诺表示，这个平台让民众在政策制定中占有一席之地。
报告汇总的最强三大民意主题是：第一，让 AI 公司为其造成的伤害承担责任；第二，保护民众与环境免受 AI 资源需求的影响；第三，为 AI 的安全使用地点与方式制定规则。参与者还提出：数据中心的建设与实施应透明、模型公开发布前应先做偏见测试、AI 公司应提高透明度并开展同行评审研究。完整建议见最终报告。
“参与加州”始于洛杉矶火灾风暴（LA firestorms）应对试点，汇集数千名当地居民意见、形成 19 项给政府的行动建议；2026 年 5 月正式全州推出，向所有居民开放。本项目由州政府运营署与数据与创新办公室联合卡内基加州（Carnegie California）主导，斯坦福大学审议民主实验室、加州大学伯克利分校、哈佛大学互联网与社会中心等机构担任设计伙伴或顾问。
新闻稿同时梳理了加州“以加州方式做 AI”的既有政策组合：2023 年全国首个生成式 AI 行政令；2025 年 SB 53《前沿人工智能透明法》——全国首部 AI 安全法，要求前沿开发者公开安全框架、报告重大安全事件并保护举报人；2026 年 SB 813（独立核查机构认证框架）与 AB 1405（AI 审计师州注册库）；“亚当法案”（Adam's Law）针对儿童 AI 陪伴聊天机器人设定自杀/自伤危机协议与家长控制，并禁止出售 AI 陪伴聊天机器人玩具五年、禁止用学生个人信息训练 AI 模型；以及深伪治理、《删除法案》与 DROP 一键删除个人信息、州政府 AI 采购隐私强化、AI 网络防御计划与打击 AI 诈骗的科技诈骗专案组等。

Newsom Releases First-in-the-Nation Report on Californians' Voice in AI Decisions
Governor Gavin Newsom on October 13 released the results of a first-in-the-nation project giving Californians a voice in decisions about artificial intelligence. Through Engaged California, a digital democracy platform, residents weighed in on how AI should be developed, used and governed. "Californians should have a real voice in what that future looks like," Newsom said. Jeffery Marino, director of the Office of Data and Innovation, said the platform gives people a seat at the table in policymaking.
The three strongest themes from participants: hold AI companies accountable for the harm they cause; protect people and the environment from AI's resource demands; and set rules for where and how AI can be used safely. Participants also called for transparency in data center construction, bias testing before models are publicly released, and greater transparency and peer-reviewed research from AI companies. Engaged California began as a pilot after the LA firestorms, gathering input from thousands of local residents into 19 recommendations for government action, and launched statewide in May 2026. The release also catalogued California's existing AI policy framework, including the 2023 first-in-the-nation generative AI executive order, SB 53 — the nation's first AI safety law — and 2026 measures on AI auditors, child-safety rules for AI companion chatbots, deepfake governance and data privacy.
