橙县纽波特海滩洪水抢险升级：发布紧急状态，周日增援抽水筑堤（跟进）
（跟进报道）橙县纽波特海滩应对热带风暴“蕾切尔”带来的沿海洪水进入紧急抢险阶段：市府已发布地方紧急状态，县消防与公共工程部门周日增援抽水与筑堤作业。
据 City News Service 报道，纽波特海滩市经理西蒙·尤尔吉斯以市紧急服务主任身份于周五发布了地方紧急声明。此前，高于正常水平的海浪与“蕾切尔”相关的涨水已于周四晚间开始淹没巴尔博亚半岛的街道。
周日，市府关闭了纽波特码头、巴尔博亚码头、巴尔博亚停车场以及 Wedge 海滩。市公共信息经理乔治亚·里奥斯周日表示：“情况看起来不错。我们的沙堤撑住了，这太好了。”
橙县监事会副主席卡特里娜·弗利表示，其办公室周五上午为纽波特海滩争取到1万个沙袋，随后又追加2万个，邻市科斯塔梅萨也捐赠了沙袋。应市府要求，橙县水务应急响应部门派出20名互援人员加入抽水作业；县公共工程部门也派出推土机筑堤。

Newport Beach Flood Response Escalates: Emergency Declared, County Crews Join Sunday Operations (Update)
(Update) The City of Newport Beach escalated its flood response to Tropical Storm Rachel over the weekend, declaring a local emergency and deploying county-reinforced pumping and sand-berm operations on Sunday.
City Manager Seimone Jurjis issued a local emergency declaration Friday, according to City News Service. Higher-than-normal surf associated with Rachel began flooding streets on the Balboa Peninsula on Thursday night.
On Sunday, the city shut down Newport Pier, Balboa Pier and the Wedge. "Things are looking good. Our berms are staying strong, which is great," public information manager Georgia Rios said Sunday.
Orange County Supervisor Vice Chair Katrina Foley said her office secured 10,000 sandbags Friday morning, followed by another 20,000. The National Weather Service kept a beach hazards statement through Sunday evening with surf of 5 to 7 feet. (Sources: City News Service, NWS)
