Lake Elsinore Mayor Unveils Dreamline Back-Basin Vision in State of the City Address
Lake Elsinore Mayor Bob Magee delivered the 2026 State of the City address on Oct. 8 under the theme "Focus on the Dream," reviewing the city's infrastructure, public safety, lake water quality and future development plans.
The centerpiece was "Dreamline," a conceptual development for the lake's back basin that would include regional sports fields, an aquatic center, a water park and Elsinorering, a private motorsports development with a 3.2-mile road course, while incorporating Skylark Airport and relocating Lake Elsinore Raceway Park. Magee said the proposal is still going through the entitlement process. The city also plans to bring the Historic Grand Prix back to downtown streets and is planning an amphitheater near Main Street with views of the lake and mountains.
On quality of life, the city this year unveiled conceptual plans for its first special-needs park, inspired by the Elsinore Valley Champions League, which has grown to 10 teams. On transportation, the city has received a $25 million grant secured by Rep. Ken Calvert for improvements to the Interstate 15 and Central Avenue interchange, expected to be completed within three years.
On public safety, Magee said 37 full-time sworn deputies from the Riverside County Sheriff's Office patrol Lake Elsinore around the clock, the city recorded zero homicides over the past two years, and priority emergency calls receive responses in about five minutes. On water quality, the city has invested more than $5 million and operates three nanobubbler barges, with an additional $8 million in federal funding for another unit that would triple the lake's oxygen output. The city also secured an $11 million grant to purchase nearly 1,000 acres at North Peak for habitat protection.
