指引在鼓励投入的同时罕见地突出“防风险”一面：明确要求防范先端技术领域的投资泡沫与盲目扩张，对一哄而上、重复建设及骗取政策支持的项目强化问责与退出机制。这一表态被外界解读为，北京在加大对AI、机器人、先进制造等赛道支持力度的同时，不愿重演此前部分新兴行业（如部分新能源细分产能）过度竞争、价格战与产能闲置的局面。
在资金与产业政策层面，指引要求把资源集中到原始创新和关键核心技术攻关上，推动企业、科研机构与资本形成合力；同时加强知识产权保护与标准建设，为技术商业化清障。对外资与国际合作，指引维持开放姿态，鼓励中外在人工智能治理、标准互认等领域的对话。

China has issued new guidelines on the development of frontier technologies, putting the “AI Plus” initiative at the centre of efforts to embed artificial intelligence across the economy and society while achieving breakthroughs in core technologies, Xinhua and Reuters reported. The guidelines, released on October 9, extend Beijing's drive around “new quality productive forces,” a concept put forward by Xi Jinping in 2023 that emphasises innovation-led industrial upgrading.
Unusually, the document pairs encouragement with explicit warnings: it calls for guarding against investment bubbles and blind expansion in frontier tech, and for stronger accountability and exit mechanisms for herd-driven, duplicative projects or those seeking policy support under false pretences. Analysts read this as Beijing trying to avoid a repeat of the overcapacity and price wars seen in parts of the new-energy sector. The guidelines also direct resources toward original innovation and core-technology breakthroughs, strengthen intellectual-property protection and standards, and keep the door open to international cooperation on AI governance.
