纽森背书42号提案阻击亿万富翁税，与民主党及工会公开分歧

40号提案即所谓的“亿万富翁税”，将于11月3日交由选民投票。该提案要求对2026年1月1日居住在加州、资产超过10亿美元的人一次性征收5%的资产税。据提案支持方估算，约250名加州富豪将受影响，可筹集约1000亿美元，其中90%将拨给加州低收入医保计划 Medi-Cal，以弥补联邦医疗补助的削减。该提案由“服务业雇员国际工会—联合医疗工人工会西部”（SEIU-UHW）领衔推动。
42号提案则由谷歌联合创始人谢尔盖·布林出资推动上公投，提案禁止任何追溯性征税，并禁止对个人财产开征新税。按加州法律，若两项相互冲突的提案同时通过，得票更高者生效，这意味着42号提案即使40号提案过关也能将其作废。

Newsom Endorses Prop 42 to Counter Billionaire Tax, Splitting With Democrats and Unions
SACRAMENTO — California Gov. Gavin Newsom on Friday, Oct. 9, endorsed Proposition 42, a ballot measure that would cancel out the proposed billionaire tax (Proposition 40) and ban the state from ever imposing new taxes on personal property, CalMatters reported. The move puts Newsom publicly at odds with his own Democratic Party and several labor unions.
Proposition 40, the so-called billionaire tax, goes before voters on Nov. 3. It would impose a one-time 5% tax on the assets of people worth more than $1 billion who lived in California on Jan. 1, 2026. Supporters estimate about 250 Californians would be affected and the tax would raise about $100 billion, with 90% going to Medi-Cal.
Proposition 42 was funded by Google co-founder Sergey Brin. It would prohibit retroactive taxes and ban any new state taxes on personal property. Under California law, if two conflicting measures both pass, the one with more votes takes effect.
“We all agree that Californians deserve to have their retirement and life savings protected from new state taxes,” Newsom said.
