厄立特里亚致信安理会要求对埃塞俄比亚采取威慑措施，边境战云再起
据路透社10月10日报道，厄立特里亚外交部长奥斯曼·萨利赫（Osman Saleh）致信联合国安理会，称埃塞俄比亚指控厄军"入侵"等同于"宣战"，并指这些指控是埃塞为发动侵略战争寻找的借口。信中要求安理会"有力谴责埃塞俄比亚对厄立特里亚令人发指的宣战行为……并依据《联合国宪章》第七章对其采取必要的威慑措施"。
埃塞俄比亚方面则在周五（10月9日）先行致信安理会成员，称厄立特里亚军队近几天已深入埃塞北部提格雷州境内达60公里，并警告说，外国军队出现在埃塞领土上，使埃塞别无选择、只能自卫。厄立特里亚否认发动入侵，路透社表示无法独立核实双方说法。
战场动态也在升温。三名当地居民对路透社称，周六，埃塞俄比亚政府军及其民兵盟友进入了靠近厄立特里亚边境的提格雷城镇阿迪格拉特；就在几天前，厄军曾被逐出这座战略城镇。
两国关系自阿比2018年上台以来大多处于紧张状态，埃塞北部边境近来多次爆发冲突，红海局势持续紧绷，更放大了擦枪走火的风险。厄立特里亚此次直接诉诸安理会第七章，意味着这场边境争端已从口头指控升级为正式的外交与法律对峙，地区观察人士担忧双方滑向全面战争。
Eritrea Asks UN Security Council for Deterrent Measures Against Ethiopia as Border Tensions Flare
Eritrea's Foreign Minister Osman Saleh has written to the UN Security Council demanding that it "forcefully condemn Ethiopia's deplorable declaration of war against Eritrea… and take the requisite deterrent measures against it in accordance with Chapter VII of the UN Charter," Reuters reported Oct. 10.
Ethiopia had written to council members on Friday, saying Eritrean troops had advanced as much as 60 km into the northern Tigray region in recent days and warning that the presence of foreign forces left it no choice but to defend itself. Eritrea denies any incursion, and Reuters could not independently verify either account.
On Saturday, Ethiopian government forces and allied militias entered the Tigray town of Adigrat, near the Eritrean border, three residents said — days after Eritrean forces were reportedly pushed out of the strategic town.
