Carney Tells Zelenskyy US-Russia Diesel Deal Undermines Peace Effort, Pledges to Maintain and Tighten Sanctions
On October 11, 2026, Prime Minister Mark Carney spoke from Ottawa with Ukrainian President Volodymyr Zelenskyy. According to the Prime Minister's Office readout issued that day, Carney offered condolences for the victims of Russia's latest attacks, reaffirmed Canada's solidarity with the Ukrainian people, and both leaders underscored the urgent need for Russia to immediately cease strikes on Ukraine's energy infrastructure.
A central topic was the new agreement between the United States and Russia to supply millions of tonnes of diesel to the United States. Carney was clear that the deal runs directly against the efforts of Ukraine, Canada and their allies to build peace and stability in Europe, and that it will provide Russia additional revenue to finance its illegal war against Ukraine. Canada has imposed over 3,500 sanctions over Russia's violations of Ukrainian sovereignty, and Carney assured Zelenskyy that Canada will maintain and, where effective, tighten them.
Carney underscored Canada's unwavering support for Ukraine's sovereignty, independence and territorial integrity. Since Russia's full-scale invasion began, Canada has committed over $8.5 billion in military support and over $750 million for recovery and reconstruction; during Zelenskyy's most recent visit to Canada, the leaders announced $355 million for Ukraine's air defences. The two leaders discussed increasing coordination with allies on air defence and agreed to remain in close contact.
The call came as Ukraine's energy infrastructure faces repeated strikes ahead of winter, and as Canada deepens its European alliances amid its trade dispute with Washington. Ottawa's position signals that even as U.S. policy toward Moscow shifts, Canada intends to hold its course of military and diplomatic support for Kyiv, with sanctions and air-defence cooperation as its main levers.
