California 'Anti-Hate Speech' Law Draws Warning From Christian Family Groups Over Unclear Church Exemption
Christian family groups warn that AB 1803, signed last month by Gov. Newsom, could force churches into civil disobedience. The law requires employers with five or more workers to include identifying, reporting and stopping "hate speech" in anti-harassment training, effective Jan. 1, 2028 — but does not explicitly exempt churches or religious organizations, nor define "hate speech."
The California Family Council notes that existing state law generally excludes nonprofit religious groups from the "employer" definition, which may exempt them, but the bill itself contains no explicit carve-out, leaving legal risk.
