Massachusetts Declares Energy Emergency With Nearly $150M in Winter Bill Relief
Massachusetts Governor Maura Healey has declared a State of Energy Emergency and unveiled a winter energy relief plan worth nearly $150 million in savings. The package creates a first-time heating oil benefit of up to $680 for roughly 50,000 middle-class households, adds $15 million to the HEAP heating assistance program serving about 156,000 low-income households, and uses $80 million in state funds to remove the SMART solar charge from electric bills for January through March 2027. Cutting the Alternative Portfolio Standard by half is expected to save another $20 million. The emergency declaration also activates enforcement against petroleum price gouging.
