SIPTU发出第二轮罢工通知：公共部门10月21日将再停工一天
2026年10月10日，爱尔兰最大的工会之一SIPTU向所有公共部门工作场所发出进一步罢工通知：在10月14日星期三已计划的全国停工之外，10月21日将再举行一天罢工。工会称，这场争议将决定整个经济体的工资走向。
争议的核心是公共部门薪酬。上一份薪酬协议已于今年6月底到期，继任谈判迟迟没有实质进展。工会方面要求，新的协议必须先谈定薪酬条件，涨幅要跑赢通胀，并弥补过去几年工资与通胀之间的差距；政府则拒绝把先谈薪酬作为前提，认为这偏离了以往协议的做法。
10月7日公布的2027年度预算没有改变这一轨迹。教师工会等团体表示，预算未能实质改善劳动者的处境，工会运动对政府优先次序的判断没有动摇。10月14日的停工因此按计划推进，参与者包括教师、医护人员与公务员等数以十万计的公共部门雇员。
10月21日的第二轮停工通知是一种加压手段：如果政府不提出工会认可的薪酬方案，第二天的罢工将如期举行。对于在爱尔兰生活与工作的华人，学校停课与公共服务中断是罢工日最直接的影响，学校与雇主将各自发布罢工日的具体安排。
SIPTU Serves Notice of Second Public Sector Strike Day on 21 October
SIPTU, one of Ireland's largest unions, served notice on 10 October 2026 of a further public sector strike day on 21 October, in addition to the planned nationwide stoppage on Wednesday, 14 October. The union says the dispute, a cost-of-living battle over pay, will define wages across the economy.
At the centre of the dispute is public sector pay. The last pay deal expired at the end of June, and talks on a successor have made no substantive progress. Unions argue pay terms must be agreed before other issues are discussed, that any rise must beat inflation, and that a new deal must cover the gap between pay and inflation over previous years. Ministers reject the pay-first condition as a break from previous deals.
Budget 2027, delivered on 6 October, did not change that trajectory. Teaching unions and others said the budget failed to deliver meaningfully for workers, leaving the trade union movement in no doubt about where workers sit in the government's priorities. The 14 October stoppage therefore goes ahead, involving hundreds of thousands of teachers, health workers, civil servants and other public employees.
The notice of a second day on 21 October is a pressure measure: if the government does not make unions an offer they accept, the second strike will follow a week later. For Chinese residents living and working in Ireland, school closures and interrupted public services are the most direct effects of a strike day, and schools and employers will each publish their arrangements for the day.
