威州牵头多州起诉联邦 讨失业保险现代化拨款

威斯康星州州长办公室10月9日宣布,威州牵头一个多州联盟,在美国联邦索赔法院起诉特朗普政府,要求恢复一批被终止的失业保险系统现代化与反欺诈拨款。
争议拨款源自2021年《美国救援计划》。联邦劳工部在2025年5月终止了这批拨款,其中威斯康星州约有2,900万美元(含约1,000万美元尚未动用),联盟各州合计被终止的拨款超过4,500万美元。劳工部给出的理由是:这些拨款「不符合机构优先事项」。
威州劳动力发展厅厅长艾米·佩查切克(Amy Pechacek)表示,拨款被砍后,州里被迫在新系统交付之前就取消了与供应商的合同,前期投入与升级进度都受到影响。失业保险系统在疫情期曾因老旧、欺诈频发饱受批评,各州正指望这笔钱完成系统换代。
这起诉讼把「联邦拨了钱、州里花到一半又被收回」的争议摆上法庭。案件结果将影响多州进行中的失业保险系统升级安排,后续进展GSM将继续跟进。

Wisconsin Leads States Suing U.S. Over Canceled Jobless-System Grants
Wisconsin is leading a multistate coalition suing the Trump administration in the U.S. Court of Federal Claims over the cancellation of federal grants meant to modernize state unemployment-insurance systems and fight fraud, the governor's office announced Oct. 9.
The money came from the 2021 American Rescue Plan. In May 2025, the U.S. Department of Labor terminated the grants, including about $29 million for Wisconsin — roughly $10 million of it unspent — and more than $45 million across the coalition states. The Labor Department said the grants did not align with agency priorities.
Wisconsin Department of Workforce Development Secretary Amy Pechacek said the state was forced to cancel vendor contracts before the new system could be delivered, disrupting upgrades. State jobless systems were widely criticized during the pandemic for outdated technology and fraud, and states had counted on the funds to rebuild them.
The lawsuit puts a recurring fight — Washington awards money, states spend it halfway, then Washington pulls it back — before a federal judge. The outcome will affect unemployment-system upgrades in multiple states, and GSM will follow the case.
