越南总理黎明兴访柬首站和平大厦 六项协议与200亿美元贸易目标落地
10月9日，越南政府总理黎明兴在金边和平大厦与柬埔寨首相洪玛奈举行会谈，双方共同见证六项合作文件的交换，其中包括2027至2028年双边贸易安排。这是黎明兴就任总理后首次正式访问柬埔寨，访问为期两天，至10月10日。
两国总理重申把双边贸易额提升至200亿美元的目标，同意加强经济联通、便利两国企业的贸易与投资，并推动从传统贸易往来向投资、生产与深加工合作延伸。边境省份的地方合作、基础设施与物流衔接也被列为加速事项。
安全议题占据会谈的另一半：双方承诺加强边境管理与保护，合作打击包括高科技犯罪与网络诈骗在内的跨国犯罪，并重申任何一方不得允许任何势力利用其领土损害另一方安全与利益的原则。
黎明兴此行还包括觐见柬埔寨国王与国母、礼节性拜会参议院主席洪森与国会主席等安排。2027年是越柬建交60周年，两国将举办友好年系列活动；对跨境经商的越南与华人家庭而言，这次访问的贸易与边境条款是最直接的注脚。
Vietnamese Prime Minister Le Minh Hung's Cambodia Visit Produces Six Agreements and a $20 Billion Trade Goal
Vietnamese Prime Minister Le Minh Hung held talks with Cambodian Prime Minister Hun Manet at the Peace Palace in Phnom Penh on October 9, and the two leaders witnessed the exchange of six cooperation documents, including a bilateral trade arrangement for 2027 and 2028. It was Le Minh Hung's first official visit to Cambodia as prime minister, running October 9 to 10.
The two prime ministers reaffirmed the goal of raising bilateral trade to $20 billion, agreed to strengthen economic connectivity and facilitate trade and investment by both countries' businesses, and discussed a shift from traditional trade toward investment, production and deeper processing cooperation. Links among border provinces and faster infrastructure and logistics connectivity were also prioritised.
Security filled the other half of the agenda: closer border management and protection, joint action against transnational crime including high-tech crime and online scams, and the principle that neither country will allow any force to use its territory to undermine the other's security and interests.
Le Minh Hung's programme also included royal audiences and courtesy calls on Senate and National Assembly leaders. The two countries will mark 60 years of diplomatic ties in 2027 with a friendship year. For Vietnamese and Chinese families trading across the border, the trade and border clauses are the visit's most direct legacy.
