Treasury Names Judy Shelton as Counselor, With Monetary Policy Advice to Include Assessing China's Financial Position

Treasury Secretary Scott Bessent has appointed Dr. Judy Shelton as Counselor in the Office of the Secretary of the Treasury, the Treasury Department announced on October 9. In the role, she will advise on monetary policy, with a particular focus on assessing China's financial position.

Shelton's career spans international financial institutions and policy research organizations. She previously served as the U.S. director of the European Bank for Reconstruction and Development (EBRD), as chairman of the National Endowment for Democracy (NED), and as a senior fellow at the Independent Institute; earlier, she was a research fellow at the Hoover Institution. She holds a Ph.D. from the University of Utah.

A Counselor in the Office of the Secretary is a policy advisory role close to the secretary. This appointment expressly includes assessing China's financial position among its responsibilities, an arrangement worth noting in itself.

Against the backdrop of close attention to U.S.-China financial relations, the appointment to this China-related monetary policy post carries a degree of signaling value; how it may shape specific policies remains to be seen. (Source: U.S. Department of the Treasury press release, October 9)
