风暴季临近 Laguna Beach拟追认紧急状态 为厄尔尼诺提前设防
Laguna Beach市议会10月13日会议的修订议程新增了第12项：追认一项地方紧急状态公告，起因是热带风暴Rachel掀起的涌浪状况，以及即将到来的厄尔尼诺风暴季。
风暴季还没正式到，一座南加海岸城市就先把紧急状态的程序走起来，说明今冬的海岸防护与防洪准备已经提前启动。近期有去海边计划、或住在沿海低洼地带的居民，可以多留意本地市府的公告。

Laguna Beach Council to Ratify Emergency Proclamation Ahead of Storm Season
A revised agenda for the Laguna Beach city council's October 13 meeting adds a new Item 12: ratifying a local emergency proclamation prompted by surf conditions stirred up by Tropical Storm Rachel and the El Niño storm season ahead.
The storm season has not officially begun, but a Southern California coastal city is already putting emergency procedures in place — a sign that shoreline and flood preparations for this winter are starting early. Residents heading to the beach or living in low-lying coastal areas should keep an eye on city announcements.
