厄尔尼诺今冬要来 加州提前在68处囤下440万个沙袋

今年冬天厄尔尼诺要来,加州已经提前动手备战冬季风暴与洪水。州长早在9月21日就发布了紧急公告,州水资源部等部门随即把防汛物资往一线预置。

数字很实在:全州68处预置点共备下440万个沙袋、5.2万多英尺的「Muscle Wall」模块化挡水墙和40万吨石料;州里每年巡检1,600英里堤防,州水务工程为2,700万人供水。

硬件之外,钱也花出去了。2019年以来,州水务委员会投入3.29亿多美元在雨洪项目上,每年新增拦蓄4.8万多英亩-英尺;Lookout Slough项目新增4万多英亩-英尺分洪容量;Malibu Pier修复拨款212.5万美元,Ventura的Surfers Point二期投入1,620万美元。

救援与监测也在补强:州里为13个地方消防部门配了激流救援装备,与ICEYE公司签了卫星数据协议,位于Mather的州运营中心已经完成现代化。

州府这番提前布防,针对的就是今冬可能偏强的风暴季。住在低洼、河道和山洪易发地带的居民,建议提前留意本地县市的防洪通知。

With El Niño Winter Ahead, California Pre-Positions 4.4 Million Sandbags at 68 Sites

With an El Niño winter on the way, California is moving early to prepare for winter storms and flooding. The governor issued an emergency proclamation back on September 21, and the Department of Water Resources has been pre-positioning flood-fighting supplies ever since.

The stockpile is substantial: at 68 pre-positioning sites across the state, crews have staged 4.4 million sandbags, more than 52,000 feet of "Muscle Wall" modular flood barriers and 400,000 tons of rock. The state inspects 1,600 miles of levees every year, and the State Water Project delivers water to 27 million people.

Money has been flowing, too. Since 2019, the State Water Board has invested more than $329 million in stormwater projects, adding over 48,000 acre-feet of capture capacity per year. The Lookout Slough project added more than 40,000 acre-feet of flood capacity; $2.125 million went to Malibu Pier repairs and $16.2 million to Phase 2 of Surfers Point in Ventura.

Rescue and monitoring capacity is also being shored up: 13 local fire departments received swift-water rescue equipment, the state signed a satellite-data agreement with ICEYE, and the State Operations Center in Mather has been modernized.

It all amounts to an early start on what could be a stronger-than-usual storm season. Residents in low-lying areas, near waterways or in flash-flood zones should keep an eye on county and city flood notices this winter.
