财政部一年筛查3.7万亿美元付款 拦下13,500笔发给已故者误付 共约1.75亿美元

美国财政部10月6日公布:2026财年(截至9月30日),其「Do Not Pay」(请勿付款)防误付系统共筛查联邦各机构超过11亿笔、总额3.7万亿美元的付款,识别并退回约13,500笔本应发给已故人员的误付,合计约1.75亿美元,避免政府把钱打进错误的账户。
Do Not Pay是一个供联邦机构付款前查询的数据库,汇集已故人员名单等数据。财政部称,该数据库的覆盖率已从2025财年末的约4%跃升到约99%,一年内可供比对的记录从6.41亿条增至23亿条;2026财年系统还新增了9个数据集(包括各机构自行申报的已故记录),银行账户所有权与纳税人识别号(TIN)核验功能也已于9月30日全面上线。
负责联邦付款的财政服务局表示,覆盖率大幅提高后,机构可以在付款前就剔除不合格的收款人,而不是等钱发出去之后再追讨。这也是联邦政府近年持续打击不当付款(improper payments)的一部分。

Treasury Screens $3.7 Trillion in Payments in One Year, Stops 13,500 Payments to the Deceased Worth About $175 Million
The U.S. Treasury Department announced on October 6 that in fiscal year 2026 (ended September 30), its "Do Not Pay" anti-error system screened more than 1.1 billion federal payments totaling $3.7 trillion, identifying and bouncing back about 13,500 payments - roughly $175 million in all - that were about to go to deceased individuals.
Do Not Pay is a database federal agencies check before sending money, drawing on death records and other data sources. Treasury says the database's coverage jumped from about 4% at the end of fiscal 2025 to roughly 99%, with searchable records growing from 641 million to 2.3 billion in a year. Nine new data sets were added in fiscal 2026, including death records reported by the agencies themselves, and bank-account ownership and Taxpayer Identification Number (TIN) verification went fully live on September 30.
The Bureau of the Fiscal Service, which disburses federal payments, says the wider screening lets agencies weed out ineligible payees before money goes out instead of chasing it afterward - part of Washington's broader push against improper payments.
GSM reminder: When a family member passes away, notify the Social Security Administration promptly and stop using their account for government benefits. If a government check or deposit arrives in a deceased relative's name, do not cash or spend it - return it as instructed to avoid repayment demands later.
