加州新法2028年生效：社区学院按规模每年可新增2至12个学士学位项目 在家门口读完四年大学
州长纽森9月18日签署SB 960（参议员卡巴尔东）与AB 2694（众议员阿尔瓦雷斯）两项法案。2028年1月1日起，加州社区学院开办四年制学士学位的通道将大幅放宽：全州115所社区学院所属的各个学区，可根据在校规模，每年新增2至12个学士学位项目，规模最大的学区上限最高。
新法设有一套五档指标，结合各校学生规模、毕业率与转学率等因素，决定每个学区每年的新增名额；目前全州已有的约66个社区学院学士项目（分布在49所学校）不计入上限。学校仍须证明本地就业市场确实需要该专业人才，且不得与加州州立大学（CSU）在同一服务区内重复开设同类项目；与加州大学（UC）重复的，则须先取得书面批准。这套新规将取代2021年AB 927定下的「全州每年最多30个新项目」的总量上限。
部分社区学院系统的人士对「按指标分档」有所保留，担心规模较小或毕业率偏低的学校会更难起步；法案支持者则认为，按规模分档比一刀切的总数上限更公平。

New California Law From 2028: Community Colleges May Add 2 to 12 Bachelor's Programs a Year, Scaled by Size
Governor Newsom on September 18 signed SB 960 (Sen. Cabaldon) and AB 2694 (Asm. Alvarez). Starting January 1, 2028, the path for California community colleges to offer four-year bachelor's degrees gets much wider: each community college district - there are 115 colleges statewide - may add between 2 and 12 new bachelor's degree programs per year, depending on its size, with the largest districts at the top of the scale.
A five-tier formula based on factors such as enrollment, graduation rates and transfer rates sets each district's annual allowance; the roughly 66 community college bachelor's programs already running at 49 colleges do not count against the caps. Colleges must still show local labor-market demand for each program and may not duplicate a California State University program in the same service area; duplicating a University of California program requires written approval. The new framework replaces the statewide cap of 30 new programs a year set by AB 927 in 2021.
Some in the community college system worry that tiering by performance metrics could make it harder for smaller or lower-graduation-rate colleges to get started, while supporters say a size-based formula is fairer than one statewide quota.
What it means for families: community college tuition is far below four-year university prices. From 2028, if your local community college adds bachelor's programs in fields like nursing or information technology, students could finish a four-year degree close to home at a fraction of the cost. Note the timing: both bills were signed this September and take effect in 2028, so colleges are only beginning to plan - GSM will follow the applications as they come in.
