开发商撤回普莱恩菲尔德垃圾发电厂申请，但保留重新提交权利
据《诺维奇公报》报道，反对在普莱恩菲尔德建垃圾发电厂的康涅狄格州东部居民本周迎来转机：开发商的申请已于10月8日撤回。
SMART Technologies有限责任公司此前向康涅狄格州选址委员会提交请愿，要求就建设一座45兆瓦垃圾发电设施作出宣告性裁决，厂址位于普莱恩菲尔德黑山路以东。该电厂原计划每周处理9,000吨垃圾（约每年46.8万吨），将城市固体废物转化为低排放燃气，驱动涡轮机发电。
据选址委员会执行主任梅拉妮·巴赫曼10月9日的信函，SMART仍保留就该项目提交新请愿的权利，因此撤回并不意味着项目彻底终结。
当地议员对此谨慎欢迎。州众议员安妮·多芬奈斯表示，撤回对普莱恩菲尔德及周边社区是好消息，但提醒选民“不要把这次撤回误认为最终胜利”，并提到对空气质量、环境影响和公共健康的担忧。同样反对该项目的州参议员希瑟·萨默斯表示，地方社区应在影响其健康和环境的决策中拥有实质发言权。
该项目此前遭遇持续的本地反对：普莱恩菲尔德选民9月3日批准拨款25万美元聘请律师对抗该项目；选址委员会已授予该镇介入方地位，原定10月22日举行公开听证会。
Developer Withdraws Plainfield Trash-to-Energy Plant Petition From Connecticut Siting Council
Residents of eastern Connecticut opposed to a proposed trash-to-energy plant in Plainfield got a reprieve this week: the developer's petition was withdrawn on October 8, the Norwich Bulletin reported.
SMART Technologies, LLC had petitioned the Connecticut Siting Council for a declaratory ruling to build a 45-megawatt trash-to-energy electric generating facility east of Black Hill Road in Plainfield. The plant would have processed 9,000 tons of trash per week — about 468,000 tons a year — converting municipal solid waste into a low-emission gas to power a turbine generating electricity.
According to an October 9 letter from Siting Council Executive Director Melanie Bachman, SMART retains the ability to file a new petition for the project, so the withdrawal is not necessarily final.
Local leaders welcomed the news cautiously. State Rep. Anne Dauphanais said the withdrawal was welcome for Plainfield and surrounding communities but advised constituents "not mistake this withdrawal for a final victory," citing concerns about air quality, environmental impacts and public health. State Sen. Heather Somers, who also opposes the project, said local communities deserve a meaningful role in decisions affecting their health and environment.
The project faced sustained local opposition: Plainfield voters approved $250,000 in legal funding on September 3 to fight the plant, and the Siting Council had granted the town intervenor status with a public hearing scheduled for October 22.
