Trump Signs Major Disaster Declaration for Utah After Post-Fire Flooding

SALT LAKE CITY — President Donald Trump on Oct. 7 signed a major disaster declaration for Utah, unlocking federal assistance for communities hit by flooding and debris flows following the Cottonwood Fire, EIN News reported Oct. 8.

The declaration makes FEMA Public Assistance funding available to state and local governments and eligible nonprofits for emergency work and the repair of public facilities damaged by post-fire flooding. Burn scars from the summer wildfire left steep hillsides unable to absorb rainfall, and when monsoon storms arrived, torrents of mud, ash and debris swept through canyons and into neighborhoods below.

Gov. Spencer Cox had requested the declaration after state damage assessments documented washed-out roads, damaged water systems and debris-choked drainage channels. The declaration covers the counties hardest hit by the post-fire debris flows, where cleanup and repair costs have strained local budgets.

Post-fire flooding is a well-known hazard in the West: wildfires destroy vegetation that holds soil in place, and the intense heat can bake the ground into a water-repellent layer. Even moderate rain can then trigger flash floods and debris flows far more destructive than the fire itself.

State emergency officials said federal assistance would help communities not only repair damage but also mitigate future risk, including stabilizing slopes and improving drainage before the next storm season. The declaration also opens the door to hazard mitigation grants aimed at reducing long-term vulnerability in the burn area.
