新墨西哥州州长谴责EPA回滚甲烷规则
据州长办公室消息，新墨西哥州州长米歇尔·卢汉·格里沙姆（Michelle Lujan Grisham）10月7日就美国环保署（EPA）回滚联邦甲烷排放规则发表声明，警告削弱规则将威胁油气生产州的空气质量与公众健康。
据报道，州长表示，此次回滚削弱了对创纪录增产行业的问责——横跨新墨西哥州东南部与西德州的二叠纪盆地（Permian Basin）产量屡创新高。甲烷是强效温室气体，油气行业是美国最大的工业甲烷排放源。
卢汉·格里沙姆指出，新墨西哥州已针对油气行业制定了全美领先的甲烷与臭氧前体物排放规则，包括泄漏检测与修复要求；无论联邦如何行动，该州都将继续执行本州标准。该州规则近年定稿，制定过程中征询了行业、环保组织与受影响社区的意见。
EPA此举是特朗普政府回滚拜登时代环保法规的系列行动之一，还包括车辆排放标准与电厂规则。政府官员称，回滚可降低合规成本、支持国内能源生产。
环保组织与多个民主党主政州表示将在法庭上挑战甲烷规则回滚，围绕联邦环保权限的又一场法律战一触即发。新墨西哥州总检察长表示，该州正在评估法律选项。
Lujan Grisham Condemns EPA Methane Rule Rollback
SANTA FE, N.M. — Gov. Michelle Lujan Grisham on Oct. 7 issued a statement condemning the Environmental Protection Agency's rollback of federal methane regulations, warning that weaker rules threaten air quality and public health in oil- and gas-producing states, according to the governor's office.
The governor said the rollback undermines accountability for an industry that has seen record production in the Permian Basin, which straddles southeastern New Mexico and West Texas. Methane is a potent greenhouse gas, and the oil and gas sector is the largest industrial source of methane emissions in the United States.
Lujan Grisham noted that New Mexico has adopted its own nation-leading methane and ozone precursor rules for the oil and gas industry, including requirements for leak detection and repair, and said the state will continue enforcing its standards regardless of federal action. The state's rules, finalized in recent years, were developed in consultation with industry, environmental groups and affected communities.
The EPA's move is part of a broader Trump administration effort to roll back Biden-era environmental regulations, including vehicle emissions standards and power plant rules. Administration officials argue the rollbacks reduce compliance costs and support domestic energy production.
Environmental groups and several Democratic-led states vowed to challenge the methane rollback in court, setting up another legal battle over the scope of federal environmental authority. New Mexico's attorney general said the state was reviewing its legal options.
