U.S. Marshals and Dallas Police Wrap Up Operation 10/90 With More Than 100 Arrests
The U.S. Marshals Service's North Texas Fugitive Task Force and the Dallas Police Department announced the results of Operation 10/90 on October 7, a month-long enforcement effort that produced more than 100 arrests — 72 of them felony arrests — along with 10 seized firearms, two case referrals to the U.S. Attorney's Office for the Northern District of Texas, and 345 traffic citations. The operation ran from September 1 to September 30.
The operation's name reflects a law-enforcement premise: roughly 10 percent of the population commits crimes against the other 90 percent — the law-abiding residents of Dallas communities. Enforcement was centered on the city's South Central Division, an area chosen based on crime data and feedback from community members.
One of the most notable arrests came on September 4, when the task force and Dallas police apprehended Mysiah Clark, 19, who was out on bond with a court-ordered ankle monitor on a Dallas murder charge. Clark allegedly cut off the monitor and committed a second murder in Forney, Texas, before being taken into custody.
