According to the criminal complaint, the teen had been communicating online with individuals he believed to be ISIS operatives, expressing support for the terrorist group and discussing plans to carry out an attack during a busy period at the mall. The 'operatives' were in fact undercover FBI agents and cooperators.
Authorities said the suspect took concrete steps toward the plot, including researching the mall's layout and security, and attempting to obtain weapons. He was taken into custody on October 6 without incident, and no attack was carried out.
The FBI said there is no ongoing threat to the public. The Mall of America, which draws tens of millions of visitors a year, has long been considered a potential symbolic target. The suspect faces federal terrorism charges that carry lengthy prison sentences.
