58,000 Indiana HIP Enrollees Not in Compliance With New Federal Medicaid Work Rules
The Indiana Family and Social Services Administration (FSSA) said that 58,000 Healthy Indiana Plan (HIP) enrollees are not currently in compliance with new federal Medicaid work requirements set to take effect January 1, 2027. The figure, reported by the Indiana Public Media network, covers beneficiaries who will need to document at least 80 hours per month of work, education, or community service.
The work requirements stem from a 2025 federal law that made work reporting a condition of Medicaid eligibility for able-bodied adults without dependents in states that opted into the waiver-based program. Indiana, which runs its Medicaid expansion through the HIP waiver, is among the states implementing the new rules.
State officials say they have begun notifying affected enrollees and are setting up an online reporting portal, with exemptions for caregivers, students, people with disabilities, and those in treatment for substance use disorders. Advocates for low-income Hoosiers warn that the paperwork burden could cause eligible people to lose coverage, pointing to the experience in other states where thousands were dropped for missing reporting deadlines.
FSSA said it is working with community organizations to reach enrollees in rural areas with limited internet access. The agency expects the compliance effort to continue through the end of 2026.
