巴斯市长启动全市备战:防范“历史性”厄尔尼诺,已清理3.1万个雨水口

洛杉矶市长巴斯10月5日宣布启动全市防汛备战,应对可能到来的“历史性”厄尔尼诺雨季。当天她与国家气象局洛杉矶/牛津办公室首席气象学家 Ariel Cohen 一起,在水电局(LADWP)新建的部门应急指挥中心举行了发布会。
市府已清理超过3.1万个雨水口和排水点、50个沉沙池(含太平洋帕利塞兹地区),在25个高风险点位布设了超过1.3万英尺的防撞护栏和沙袋,并对近250个高风险施工和整地场地加强监控,重点是帕利塞兹火灾疤痕区等易发生泥石流的山坡地带。洛杉矶消防局已备好发电机、水泵、抽水车和沙袋,准备应对洪水与急流救援;水电局也做好了停电抢修准备。
巴斯提醒市民:提前到 NotifyLA.org 注册紧急警报;检查自家是否在洪水区(洪水保险生效通常需30天);住在火灾疤痕区或易涝地区的居民可到各消防站免费领取沙子和沙袋;暴雨期间尽量不要开车,绝不驾车或步行穿过被淹路段,远离倒下的电线。国家气象局同时发布洛杉矶极端高温预警,持续至10月8日周四。(资料来源:洛杉矶市长办公室官网)
Mayor Bass Orders Citywide Readiness for Potentially Historic El Nino; 31,000 Catch Basins Cleared
Los Angeles Mayor Karen Bass on Oct. 5 ordered citywide preparedness measures ahead of a potentially historic El Nino winter for Southern California, appearing with National Weather Service Los Angeles/Oxnard chief meteorologist Dr. Ariel Cohen at LADWP's new Department Emergency Operations Center.
City crews have cleared more than 31,000 catch basins and drainage sites and 50 debris basins, including in the Pacific Palisades, and placed over 13,000 feet of K-rail and sandbags at 25 high-risk locations. Teams are monitoring nearly 250 high-risk grading and construction sites, prioritizing the Palisades burn scar and other vulnerable hillside areas. The Fire Department has staged generators, pumps, pumper trucks and sandbags for flooding and swift-water rescues, and LADWP is prepared for potential power outages.
Bass urged residents to sign up for emergency alerts at NotifyLA.org, check whether their homes are in flood zones (flood insurance typically takes 30 days to take effect), pick up free sand and sandbags at fire stations if they live near burn scars or flood-prone areas, avoid driving during storms, never drive or walk through flooded streets, and stay away from downed power lines.
