卢旺达公布4900万美元绿色智慧村庄方案 安置火山国家公园扩容搬迁家庭
2026年10月5日，卢旺达《新时报》报道，为火山国家公园扩容而搬迁的家庭，将迁入一座投资4900万美元建设的绿色智慧村庄。据报道，该项目由卢旺达发展局（RDB）对外介绍，新村将提供现代住房、基本服务与生计机会，选址与建设安排服务于公园扩容的整体规划。
火山国家公园位于卢旺达西北部，是山地大猩猩等珍稀物种的栖息地，也是该国高端生态旅游的核心目的地。公园扩容旨在扩大野生动物栖息空间、减少人兽冲突，但涉及周边社区的土地与搬迁，因而安置方案的设计与补偿安排一直是项目推进的关键环节。
按卢旺达以往的搬迁安置做法，新村通常集中建设住房、学校、医疗点与供水供电设施，并配套农业或旅游相关生计项目。RDB此次以绿色智慧定位推介该村，强调住房质量与服务配套，项目总投资4900万美元的构成与时间表有待官方进一步公布。
同日，《新时报》还报道了卢旺达银行（Bank of Kigali）扩大其5000多名代理网点的职能，目标在2027年底前把客户数翻倍至200万以上。旅游、生态保护与金融服务的消息共同构成当日卢旺达经济版面的主要内容。
Rwanda Unveils $49 Million Smart Green Village for Volcanoes Park Relocation
Families being relocated to make way for the expansion of Volcanoes National Park are to move into a new settlement offering modern housing, basic services and livelihood opportunities under a $49 million Smart Green Village project, The New Times reported on 5 October 2026, citing the Rwanda Development Board (RDB).
Volcanoes National Park, in Rwanda's north-west, is home to endangered mountain gorillas and is the centrepiece of the country's high-end eco-tourism. Expanding the park is intended to give wildlife more habitat and reduce human-wildlife conflict, but it involves land used by surrounding communities, so the design of resettlement and compensation arrangements has been a critical part of the project.
Under resettlement practice used elsewhere in Rwanda, such villages typically combine housing with schools, health posts, water and power connections, and livelihood projects linked to farming or tourism. The RDB has presented this village under a smart green concept emphasising housing quality and services; the breakdown and timetable of the $49 million investment have yet to be published by officials.
The New Times also reported the same day that Bank of Kigali is expanding the role of its more than 5,000 agents, tasking them with opening accounts as the bank targets more than two million customers by the end of 2027. Tourism, conservation and financial services together led the day's economic coverage in Rwanda.
