Appeals Court Weighs Trump's Bid to Revive Harvard Funding Freeze

The 1st U.S. Circuit Court of Appeals in Boston heard arguments Monday in the Trump administration's effort to revive its termination of more than $2 billion in federal research grants to Harvard University. The case is a centerpiece of the White House campaign to use funding, civil-rights investigations, and other tools to pressure elite universities.

Harvard President Alan Garber rejected the administration's list of demands, saying no government should dictate what private universities teach, whom they admit or hire, or what they research. After the government froze and then terminated the grants, Harvard sued, calling the move retaliation for speech protected by the First Amendment.

The ruling could shape how far Washington can go in using federal money to force changes in university governance and admissions, and it will be closely watched by researchers who depend on federal grants.
