Keeping a Dog in California: The Rules from Federal Law Down to Riverside County
Keeping a dog feels like a private matter, but every level of government has something to say about it. The short version: Washington leaves pet ownership to the states, while California and Riverside County set the rules that govern daily life. At the federal level there is no general pet law: federal rules protect trained service animals under the Americans with Disabilities Act, and the CDC regulates dogs entering the United States for rabies control. The White House has a long 'First Pet' tradition, but no federal statute says how many dogs you may keep. California treats the whole state as a rabies area: dogs must be vaccinated at three months and licensed at four months. Under Civil Code section 3342 an owner is strictly liable when a dog bites someone, even a first-time biter; passing a pet off as a service animal is a misdemeanor; and rescuing a dog from a dangerously hot car is legally protected. In Riverside County (Ordinance No. 630), dogs four months and older must be licensed, vaccinated, and wear their tag; off your property a dog must be physically leashed (voice control does not count), and keeping five or more dogs requires a kennel license. Temecula works within the county framework through its contracted animal services; in city parks leashes may not exceed six feet and owners must pick up waste. Check the HOA's CC&Rs for breed, weight, and number limits before you sign, ask your insurer about breed restrictions, remember the four-dog household line before a kennel license kicks in, and update the dog's license after you move.
