GSM News

Federal Judge Rules Parts of New Hampshire Student-ID Voting Law Unconstitutional

U.S. District Judge Joseph Laplante ruled October 2 on New Hampshire's student-ID voting law, holding parts of it unconstitutional and blocking Secretary of State David Scanlan's overly broad voting guidance, Bloomberg Law and Democracy Docket reported.

The law requires photo identification and imposes extra limits on voting with student IDs. Plaintiffs argued it unreasonably burdens young voters. Judge Laplante granted the plaintiffs' claims in part, issuing a limited injunction while rejecting other challenges.

The judge found the Secretary of State's implementation guidance exceeded statutory authority, noting that election administrators may not add restrictions the legislature never enacted and must run elections strictly according to law.

The ruling lands one month before the November 3 midterms. New Hampshire, a classic swing state decided by razor-thin margins, puts every voting-rule change under partisan scrutiny. State election officials said they are reviewing the ruling and will adjust polling-place procedures to keep Election Day running smoothly.
