西班牙政府住房法令在国会以178票被否决
西班牙政府10月2日在国会一项关键投票中落败，其应对住房危机的计划被否决。这场危机在87岁老人被驱逐事件后引发公众抗议并持续发酵。
法令在350席的众议院以178票被否决。此前，政府昔日盟友、右翼加泰罗尼亚分离主义政党Junts表示，相关措施最终将收紧住房市场、减少供给，因而拒绝支持。执政的社会党少数政府仅有147席，无法单独通过立法。
被否决的措施包括限制房东行为的新规、弱势租户保护与租金压力缓解安排。法令于9月30日与10月1日先后生效，但须在30天内获议会追认才能延续，Junts 10月1日晚的变卦成为决定性转折。
西班牙媒体随后报道，桑切斯正考虑若住房改革法令无法维持就提前举行大选。住房短缺与租金高涨已连续三年位居西班牙选民关切榜首。
Spanish Government's Housing Decree Sunk in Congressional Vote
Spain's government lost a critical vote in Congress on October 2 on its plans to tackle a housing crisis that has sparked public protests intensified by the eviction of an 87-year-old woman.
The decree was rejected by 178 votes in the 350-seat lower house, after the government's erstwhile ally, the right-wing Catalan separatist party Junts, said the measures would ultimately tighten the housing market. The ruling Socialists govern as a minority with 147 seats.
The defeated measures included new restrictions on landlords, protections for vulnerable tenants and steps to limit rent pressures. The decrees had taken effect on September 30 and October 1 but required parliamentary ratification within 30 days, making Junts' late reversal decisive.
Spanish media later reported that Prime Minister Pedro Sanchez was considering a snap election if the housing reforms failed to stand. Housing shortages and surging rents have topped Spanish voters' concerns for three straight years.
