Thailand's National Disaster Insurance Scheme Takes Effect on October 1, Covering Some 30 Million Households
BANGKOK — Thailand's national disaster insurance scheme took effect on October 1, providing cover against floods, storms and earthquakes for some 30 million households nationwide. The scheme, approved by the cabinet before the flood season peaked, lands in the middle of a severe flood emergency: by September 29, flooding since September 16 had killed 23 people and affected at least 2.7 million.
The logic is straightforward. Thailand absorbs flood losses almost every rainy season, and low-income households are often left without the means to rebuild. Bringing some 30 million households into a single disaster-cover framework means post-disaster payouts no longer depend entirely on ad hoc relief. The cabinet's reasoning when it approved the plan was precisely that flooding has become both routine and more extreme — this year's waters again inundated farmland and neighbourhoods, with rescue and recovery costs climbing.
Bangkok's situation epitomises the crisis. In late September the capital recorded close to 300–320 millimetres of rain in three days and was declared a disaster zone; as of October 1 it was still in clean-up mode. Experts point to the city's low elevation, ageing drainage and the compounding effect of Chao Phraya River levels and tides as drivers of rising flood risk. The capital's flood defences, and the new scheme's paying capacity, will keep being tested for the rest of the rainy season.
One cautionary note from the week: not every 'disaster image' circulating during the floods is real. An AFP fact-check published on October 1 found that a widely shared image purporting to show Bangkok's airport inundated was AI-generated. Verifying disaster imagery has itself become part of this flood story.
Bangkok is home to a large ethnic Chinese community, for whom flood-season insurance cover, travel and shop operations are practical annual concerns. Payout procedures and coverage details of the national scheme are to be published by the responsible agencies.
