Massachusetts Governor Urges Federal Fast-Track of Gas Pipeline Review, Citing $40 Million in Annual Savings

BOSTON — Massachusetts Governor Maura Healey on October 1 called on the Trump administration to expedite federal review of the Algonquin Gas Transmission pipeline expansion being developed by a unit of Canadian energy firm Enbridge. The project, known as the Reliable Affordable Resilient Enhancement (RARE) plan, has previously been supported by President Donald Trump, the governor said.

Healey said the expansion would supply gas to 600,000 customers, lower gas bills by $40 million a year, and reduce reliance on higher-cost imported liquefied natural gas from the Everett LNG import terminal in Massachusetts. In January, the Massachusetts Department of Public Utilities approved two 10-year agreements between units of Eversource Energy and Algonquin to deliver new gas supplies.

"I've been clear that we need to bring more energy supply into Massachusetts with an all-of-the-above approach that includes solar, wind, storage, nuclear, geothermal, hydro and gas," Healey said. Several Northeastern states that opposed most new fossil fuel projects over the past decade have become more accepting of them in recent years as consumer energy bills soar.

Enbridge says it is targeting a 2028 in-service date for the RARE project, which would expand capacity by about 75 million cubic feet per day. The Algonquin system spans 1,131 miles and transports roughly 3.1 billion cubic feet of gas per day across New Jersey, New York and New England.
