洛杉矶县Measure ER销售税10月1日生效，县基本税率升至10.25%
洛杉矶县消息——洛杉矶县Measure ER销售税提案自10月1日起正式生效，县内无建制地区的基本销售税率由9.75%上调至10.25%。据福克斯洛杉矶台（FOX LA）、KTVU与《卡尔弗城观察家》报道，这项提案于2026年6月2日经选民表决以50.64%对49.36%的微弱优势通过——赞成票1,013,747张、反对票987,977张。
新税预计每年为县政府带来约10亿美元收入，征收期为五年，将于2031年10月1日到期。食品杂货与处方药等生活必需品依法免税。由于各城市可在此基础上叠加地方税，县内多地实际税率更高：圣莫尼卡达11.25%，帕姆代尔与兰开斯特达11.75%，帕萨迪纳与西好莱坞为11%。

销售税是洛杉矶县与各城市的重要财政来源，由于县税、市税与各类专项选区税层层叠加，居民在县内不同城市购物，实际承担的税率可以相差两个百分点以上，这也是本地媒体每次税率调整时都会制作「各城市税率表」供居民对照的原因。县财务部门表示，Measure ER的收入将单独核算，县政委员会此前承诺把主要部分用于维持医疗体系与县级公共服务，并接受年度审计，具体分配将在2027财年预算中逐项列明。税务专家提醒，网购与跨州购物的计税规则以收货地址为准，在洛县收货的订单同样按新税率计税。零售商表示，收银系统已在10月1日零时统一切换，个别小商户如出现按旧税率收费的情况，消费者可保留收据向商家或县税务部门反映。

LA County's Measure ER Sales Tax Takes Effect Oct. 1, Lifting Base Rate to 10.25%
LOS ANGELES COUNTY — Los Angeles County's Measure ER sales tax took effect October 1, raising the base sales tax rate in unincorporated areas from 9.75% to 10.25%. According to FOX Los Angeles, KTVU and the Culver City Observer, voters approved the measure on June 2, 2026 by the narrow margin of 50.64% to 49.36% — 1,013,747 votes in favor and 987,977 against.
The tax is expected to raise about $1 billion a year for the county and runs for five years, expiring October 1, 2031. Groceries and prescription medicines remain exempt. Because cities can add their own district taxes on top, actual rates are higher in many communities: 11.25% in Santa Monica, 11.75% in Palmdale and Lancaster, and 11% in Pasadena and West Hollywood.
County officials say the revenue will backfill budget gaps left by reduced federal support and sustain services such as health care and public safety. Critics worry about the added cost of living. Retailers began collecting the new rate on October 1, and shoppers across the county will see the change on their receipts.
Sales tax is a pillar of Los Angeles County and city budgets, and because county, city and special-district levies stack, shoppers can face rates differing by more than two percentage points from one city to the next — which is why local outlets publish city-by-city rate tables whenever taxes change. County finance officials said Measure ER revenue will be tracked separately, audited annually and itemized in the fiscal 2027 budget, with the Board of Supervisors having pledged the bulk to health care and county services. Tax specialists note that online and out-of-state orders are taxed by delivery address, so purchases delivered in the county also carry the new rate. Retailers said point-of-sale systems switched over at midnight on October 1, and shoppers charged the old rate by mistake can flag it with the store or the county with a receipt in hand.
