班宁市通过1.46亿美元新财年预算 财政紧急状态下勉强平衡
班宁市议会9月22日以3比1通过2026-27财年1.4596亿美元运营预算，应对多年结构性赤字。普通基金预计收入3303万美元、支出3301万美元，盈余仅约1.2万美元。
市经理伊丽莎白·吉布斯表示，普通基金连续七年运营赤字，往年靠一次性资金填补，这份预算只是勉强平衡。市议会此前于6月23日宣布财政紧急状态，预算通过伴随人力与服务削减；财年自2026年7月1日起至2027年6月30日。
Banning Adopts $146 Million Budget for New Fiscal Year, Barely Balanced Amid Fiscal Emergency
The Banning City Council voted 3-1 on Sept. 22 to adopt a $145.96 million operating budget for fiscal year 2026-27, addressing years of structural deficits. The General Fund projects $33.03 million in revenue against $33.01 million in expenditures, a surplus of only about $12,000.
City Manager Elizabeth Gibbs said the General Fund has run an operating deficit for seven straight years, previously covered by one-time money, and described the new budget as balanced but only barely. The council had declared a fiscal emergency on June 23, and the budget comes with workforce and service reductions. The fiscal year runs from July 1, 2026 through June 30, 2027.
