圣地亚哥宣布进入厄尔尼诺紧急状态 提前清淤备汛
圣地亚哥市长格洛里亚10月2日宣布，因应2026至2027年厄尔尼诺季节，全市进入地方紧急状态。此前加州与圣地亚哥县已相继发布类似声明，市级宣布可让市府动用紧急权限，并为申请州与联邦援助铺路。
市府称备汛工作已在推进，包括清理逾11英里雨水渠、在海滩与Mission Bay一带筑沙堤、预备沙袋并复核疏散路线。市议会定于10月6日表决确认，市府也提醒居民提前了解自家洪涝风险、备好应急计划与应急包。
San Diego Proclaims Local Emergency Ahead of El Niño Season
Mayor Todd Gloria proclaimed a local emergency in San Diego on October 2 ahead of the 2026–2027 El Niño season, following similar declarations by the state and county. The move unlocks emergency authorities and positions the city to seek state and federal assistance.
Preparations are already underway, including clearing more than 11 miles of storm channels, building sand berms at beaches and around Mission Bay, stocking sandbags, and reviewing evacuation routes. The City Council is set to ratify the proclamation on October 6, and residents are urged to know their flood risk and prepare a plan and emergency kit.
