市议会通过修正案 启动CEI枢纽减油计划
波特兰市议会10月1日通过一套修正案，针对威拉米特河边的关键能源基础设施枢纽，提出以数据为依据逐步减少燃油储存，并提高安全与信息公开要求。议案由多位议员与社区倡议者共同推动。
该枢纽集中了俄勒冈大部分液体燃料，却建在地震时易液化的土壤上，周边社区多年呼吁行动。规划部门接下来会把修正案与原条例整合，再送回议会做最终表决。
City Council Passes Amendments Launching Fuel Reduction Plan at CEI Hub
Portland City Council approved an amendment package on Oct. 1 for the Critical Energy Infrastructure Hub along the Willamette River, pairing a data-driven plan to reduce stored fuel with stronger safety and transparency requirements. Several councilors sponsored the measure with community advocates.
The hub holds most of Oregon's liquid fuel on soils that can liquefy in an earthquake, a risk neighbors have raised for years. Planning staff will now reconcile the amendments with the underlying ordinances before a final council vote.
