马里科帕县10月6日宣布，美国环保署拟批准该县空气质量规则204。该规则由县空气质量部构思，将鼓励铁路机车、建筑设备等非道路车辆的车主升级或更换高排放车辆，采用更清洁的技术，从而减少臭氧污染。
这是环保署六个月内第二次对该县采取重大行动；今年4月，针对道路车队的规则205也已获拟批准。尽管人口翻了一倍多，亚利桑那州自1990年以来排放量已下降逾70%，但该县在2015年臭氧标准下仍属中度未达标地区。
EPA Proposes Approval of Maricopa County Air Quality Rule 204
Maricopa County announced on October 6 that the U.S. Environmental Protection Agency has proposed approving the county's Air Quality Rule 204. Conceived by the Maricopa County Air Quality Department, the rule would give owners of non-road vehicles such as railroad locomotives and construction equipment incentives to upgrade or replace high-emitting vehicles with cleaner technology.
It is the EPA's second major county action in six months, following the proposed approval of Rule 205 for on-road fleets in April. Arizona emissions have fallen more than 70 percent since 1990 despite the population more than doubling, though the county remains a moderate non-attainment area under the 2015 ozone standard.
