纽波特海滩市海水倒灌淹街宣布紧急状态 周末高潮仍危险
受热带风暴 Rachel 带来的高浪与异常高潮影响，纽波特海滩 Balboa Peninsula 多条街道10月9日被海水淹浸，市政府已宣布本地紧急状态以便调动额外资源。市府表示，六支队伍正在重筑海滩沙堤，另有人员操作抽水泵、开启潮汐阀门排水，并提醒居民和驾驶人避开半岛淹水路段，不要步行或驾车穿越积水。

Newport Beach Declares Local Emergency as High Surf Floods Balboa Peninsula Streets
Newport Beach declared a local emergency on Oct. 9 after high surf and elevated tides linked to Tropical Storm Rachel flooded streets across the Balboa Peninsula. The city said six crews are rebuilding protective sand berms while other teams operate pumps and open tide valves, and it urged residents and motorists to avoid flooded parts of the peninsula and never walk or drive through standing water.
The National Weather Service's coastal flood warning for Orange County beaches runs through Sunday afternoon, when high tides above 7 feet could again inundate low-lying roads and beach paths, with temporary closures possible.
